北京天桥演艺区项目招标风险管理研究
摘要
投资多、周期长是很多项目特别是大型工程项目中所具备的特点,许多不同的干
扰因素都会在准备和实施项目的过程中造成影响。在实施项目的过程中实际上都会存
在很不确因素,并且这些干扰和不确定性来的影响都会持续比较长的时间
也通常是贯穿于项目的寿命周期的始终。实施项目的首要工作,也是是项目管理中最
重要的工作环节之是进招标,招中产生的险会对项造成最为重的
响。后期工作的开展经常会被在招标过程中存在的不确定性和风险因素所影响,这影
响甚至带来投资失败的后果。因此,科学地分析在招标的过程、方法和程序中所存在
的风是十分必的,以此来使招标风险到降,研究和实对招标风险面的
管理。西城区,作为天桥演艺核心区也正是北京天桥演艺区南区公建项目所处在的位
置,本项目将成为特级剧场建筑。其特点会是集大型演艺、艺术文化展览及艺术商业
配套服务于一体。本文系统地对项目招标风险管理进行了研究,并且对相关的系统防
范和控制风险的思以提供来帮助项目招标的决策者和执行者样做的好处是
能够最大程度上防范和控制险的发生再被过去一的事后控制模式束缚
风险损失能够得到尽可能的降低,有助于顺利实施整个项目并为其奠定基础。
本文首先简要介绍了课题的相关背景、研究现状以及研究意义,并阐述了目前国
内外研究招投标和招投标风险的现状;之后详细解释招标投标活动应当遵循的原则
和一般程序;然后详细阐述了北京天桥演艺区南区公建项目概况、组织管理招标中
的实施方案与计划项目建周期通过项目招标风险,从而出结
是目前项目招标风险因素要有个方面分别是招标投标以及政府,招标制
度、管理制、信用境属政府方面的风险因素,招标的风险因素了项目本
以外,招标人信誉及实招标资料等也都是相关内,决策动报价术方
投标业实以及投标诚信则是包含在投标的风险因素内的。对这些因素
分析天桥演艺区项目风评价模型,并通过层次分析风险
素的重。最后对北京天桥演艺区南区公建项目招标风险评价目标综合评价结果分
析,从政府、招标、投标人给出风险的应对施。
本文研究了项目招标风险之后对防控策了了,以
够提供有决策来对目招标决策管,帮助在大程度上防和
控制险的发生不再被过单一的事后控制模束缚支出,成
招投标工作,有助于顺利实施整个项目并为其奠定完美基础。

Abstract
Many projects, especially large engineering projects are generally
large investment, long cycle. In the process of the preparation and
implementation of the project all kinds of interference and influence
factors exists, and there is a great deal of uncertainty in the
implementation of the project, and the effect of the disturbance and
uncertainty exists for long time and through the total project life
cycle. Bidding project is the first work of the whole project
implementation and is one of the most important work link project
management, and the risk existing in the bidding project is a most
serious impact on the project. The uncertainty and risk factors existing
in the bidding process always tend to effect the later work, even
directly lead to the failure of the investment, so it is necessary for
analyzing the bidding process, methods and procedure to reduce the risk
of bidding, and the bidding risk management is researched and
implemented. The Beijing Tianqiao Entertainment Project locates in the
core area of the Tianqiao Entertainment of the Xicheng District. And this
project includes large scale show, art culture show and art business
supporting service. In the paper, the risk management of the project
bidding was researched, which providing the method of the system
protection and risk control for the policy makers and practitioners of
the project bidding. And the risk could be prevented as large as
possible, which getting rid of the traditional single control mode after
the event to reduce the risk loss and lay the foundation of the whole
project.
The background and the reason why the author chose this topic and the
research situation at home and abroad about the bidding and bidding risk
were presented firstly in this paper. Then, the principles and general
procedures of the bidding project were presented. The project overview,
organization management, bidding implementation, construction cycle and
implementation plan of the Beijing Tianqiao Entertainment Project were
presented. After analyzing the bidding risk, the bidding risk factors
includs government, tenderee and bidder. The factors coming from the
government includes bidding system, management mechanism and credit
environment. The factors coming from the tenderee includes the project
itself, the credit and ability of the tenderee and the data. The factors
coming from the bidder includes the decision motivation, bidding
strategy, technical proposal and the strength and credit of the
enterprise. Finally, the risk evaluation model of the Tianqiao

Entertainment Project was established after analyzing these factors, and
the weight of every factor was calculated by using the analytic hierarchy
process. Then, the bidding risk evaluation of the Beijing Tianqiao
Entertainment Project was analyzed, and the solutions from the
government, tenderee and bidder were presented.
The prevention and control strategy and suggestion of the project
bidding risk were presented in this paper, which could support the help
for the project bidding decision making manager and preventing the risk
as could as possible. And it can get rid of the single control mode after
the event, reduce the curtail expenditures, accomplish the bidding
project nicely. And it can lay the foundation for the implementation of
whole project.
