城镇化过程中的农村干群关系研究——基于社会生态的研究方法

摘要

在我国，实施农村城镇化战略，加快农村城镇化进程，是解决“三农问题”

及实现农村现代化的必然选择。随着近几年农村城镇化的快速发展，我国农村社

会发生了深刻的变迁，农村干群关系也出现了新的形势。能否构建和谐的农村干

群关系，及时解决干群之间出现的矛盾和问题，直接影响农村乃至整个社会的稳

定，关系到党和国家在农村的城镇化战略能否持续推进和不断深入，是“三农问

题”能否真正得以解决的关键。在这样的背景下，研究农村干群关系，思考构建

农村和谐干群关系的对策措施，具有十分重要的理论和实践意义。

在农村城镇化过程中，我国农村社会的各个方面发生了极大的变化，农村经

济结构、人口数量和素质、人们的生活方式和价值观念都处于不断变迁之中。农

村群众的阶层构成和社会角色以及农村干部的队伍结构和社会角色都发生了极为

广泛和深刻的变化。在此基础上，干群关系日益往复杂化、契约化、法制化方向

发展。与此同时，农村干群关系也存在一些突出问题，主要表现为以下几方面：

围绕土地产生的干群之间的利益冲突不断；腐败向基层发展，干群信任危机加重；

干群矛盾聚合性风险增大，群体性事件时有发生以及农民上访现象增多等，这些

问题极大的影响了干群关系的和谐发展。

社会生态研究方法是运用社会生态的相关理论和观点思考和研究社会问题、

解决社会问题的一种方法。它是一种生态的、系统的、联系的分析方法，强调对

研究对象进行全面、整体、辩证地把握。由于本文所研究的农村干群关系是存在

于特定的社会圈之中的一种社会关系，其产生、发展与变化都与一定的经济、政

治及文化等环境要素有密切关联并相互作用。因此本文就借用社会生态研究方法

的宽广视角，以社会生态学的整体观和方法论来审视农村干群关系，从经济因素、

政治因素、社会因素、沟通网络、符号系统等方面来探讨影响农村干群关系的各

种社会生态因素，从而使既往干群关系出现的一些问题，得到全新的整体性说明。

为了能对农村干群关系中出现的一些突出性的矛盾和问题有一个清晰和具体化的

说明，本文以广东乌坎村在乌坎事件之前的干群关系为例，对乌坎村干群关系存

在的问题及其背后的社会生态原因进行详细的阐述，从中找出构建和谐农村干群

关系的一些启示。

本文利用社会生态学的分析方法，从经济因素、政治因素、社会因素、沟通

网络、符号系统等五个方面分析干群矛盾背后的制度根源和宏观背景因素，并在

此基础上提出构建农村和谐干群关系的建议。即从促进农村经济发展，培育良好

经济要素；加强基层民主制度建设，优化农村政治要素；规范农村社会组织，整

合各类社会要素；健全干群沟通机制，完善沟通网络；完善干部管理制度，建立

健全符号系统这五个方面努力去构建和谐的农村干群关系，实现农村社会的有效

治理，促进农村城镇化发展顺利进行。

ABSTRACT

In China,the implementation of rural urbanization strategy and speeding up the

process of urbanization in rural areas is the inevitable choice to solve the "three rural

issues “and rural modernization.With the development of rural urbanization,the relation

between rural cadres and the masses has been changed in recent years. Building

harmony rural relation between cadres and the masses and solving the contradictions

and problems which arised in the relation between rural cadres and the masses has a

direct impact on the stability of the rural society,which is aslo the key to solution of the

"three rural issues". In this context,studying the relation between rural cadres and the

masses has a very important theoretical and practical significance.

In the process of rural urbanization,the stratum and social role of the rural cadres

and masses have been changed extensively.On this basis, the relation between rural

cadres and the masses appears some new traits,which is becoming increasingly

complex,materialized and legal.In the same time,there are still some outstanding

problems of the relation between rural cadres and the masses in the rural society which

is:conflicts of interest produced by land between rural cadres and the masses are

continuous;crisis of confidence between rural cadres and the masses is

aggravating;polymerizable risk of contradiction between rural cadres and the masses are

increasing and mass incidents occurr occasionally;the phenomenona of farmers petition

are widespread and so on.These problems greatly affected the harmonious development

of the relation between rural cadres and the masses.

The socio-ecological research method is a way of studying and solving social

problems with social ecology theories,which is ecological,systematic and

comprehensive.The relation between rural cadres and the masses we analyze exists in a

specific social circle,which has a close association and interaction with certain

economic,political and cultural environment.In this paper,we analyze the impact factors

of relation between rural cadres and the masses by socio-ecological research

method,and explore all kinds of impact factors from economic factors, political

factors,social elements, communication network, and system of symbols.In the end,we

can make a new holistic description of problems existed in the relation between rural

cadres and the masses.Then,Wukan village is taken as an example to elaborate the

problems existed in the relation between rural cadres and the masses,we get some

inspiration to build harmonious relation between rural caders and the masses,after

analyzing the causes of these problems.

After the analysis of these factors,some suggestions on constructing the

harmonious relation between rural cadres and the masses are put foward.The following

five points are important:1.Promote rural economic development and cultivate good

economic elements;2.Strengthen the democracy and institution construction at the

grassroots level,and optimize the rural political elements;3. Regulate rural social

organizations, and integrate all kinds of social factors;4. Improve the communication

mechanism between rural cadres and the masses, and perfect the communication

network;5.Complete cadres management system, establish and perfect the system of

symbols.
