绩效评价体系研究
摘 要
随着我国经济的高速发展,“三农问题”越来越成为国家和社会关注的问题。
为了破解“三农”问题,国家全面实行了“工业反扑农业”、“新农村建设”、
“城乡统筹发展”等一系列惠农政策。由于以前的土地绩效评价既比较单一,也
没有站在这些高度上,很难综合反映出土地的实际效用。因此,为了与时俱进,
适应时代发展,有必要建立一个新的综合型土地绩效评价体系。
由于上海农村集体建设用地占全市所有建设用地总量的 49%左右,而上海户
籍农民仅占全市户籍人口的 11.7%,从人均占用建设用地量而言,农村土地潜力
巨大。十七届三中全会后,中央鼓励农村建设用地流转试验,国土部也允许进行
批准后的流转。在此背景之下,上海市规划和国土资源管理局会同市农委等有关
部门着手研究部署该项工作,并得到了国土资源部的积极支持,写入部市合作协
议中。2010 年,浦东新区、松江、嘉定等 5 个区相继展开了试点工作。上海市“两规
合一”管理规划体制改革的要求,加上针对农村集体建设用地绩效评价的研究却
并不多见,此时提出研究农村集体建设用地绩效评价体系具有十分重要的意义。
因此本文综合利用多因素层次分析法、德尔菲法和专家访谈法,通过选取上
海市曹路镇、张江镇、合庆镇为试点,进行实地调查研究获取具体数据后,经过比
较分析,得出结论。最终提出了关于提高上海农村集体建设用地绩效评价体系的
对策建议,对土地管理工作具有现实指导意义。

ABSTRACT
With China's rapid economic development, the "three rural issues" has increasingly
become a concern of the state and society. In order to crack the "three rural" issues, the
state made full implementation of a series of preferential agricultural policies,such as
the”industrial nurturing agriculture, rural development, urban and rural
development”.Because old land performance evaluation both relatively simple, there is
no standing in these highly difficult comprehensive angle, it is hard to reflect the
practical utility of the land. Therefore, in order to advance with the times and adapt to
the times, it is necessary to establish a new comprehensive land performance evaluation
system.
As the rural collective construction land, while Shanghai household registration
farmers accounted for only 11.7% of the city's household population accounted for
about 49% of the city's total construction land. From the amount of per capita
construction land occupied, the potential of rural land is huge. After the Third Plenary
Session of the Seventeenth CPC Central Committee, the Central encourages rural
construction land test, the Department of Homeland allow circulation approvalled. In
this context, the Shanghai Planning and Land Resources Administration proceed in
conjunction with the Agriculture Commission and other relevant departments to study
the deployment of the work. In 2010, the Pudong New Area, Songjiang, Jiading District
have started pilot work. Shanghai management planning reform requirements for
performance evaluation of rural collective construction land, Plus for performance
evaluation of rural collective construction land are few and rare.Now proposed research
performance evaluation system of rural collective construction land has a very
important significance.
This article made comprehensive utilization of multi-factor AHP, Delphi and
expert interviews, Through to select Shanghai Cao Road Town, Zhangjiang Town,
Heqing Town as a pilot, to conduct field research for specific data, then made some
conclusion after making comparative analysis. Eventually put forward suggestions on
the improvement of the performance evaluation system of rural collective construction
land, the land management has a realistic guiding significance.
