现代港口道路集疏运系统广义成本研究

摘要

港城关系的协调与否已经成为区域发展的关键问题，而港城关系、港口与区

域发展协调性的关键就是港口集疏运系统的发展。随着我国未来发展规划中对环

境保护和社会发展的目标的提升，环境与生态保护、社会发展等领域的目标的重

要性将会增强，对现代港口道路集疏运系统提出了更高的发展要求，特别是对道

路集疏运系统发展目标提出了运输高效化、成本节约化、环境和谐化的要求。

本文从社会综合系统角度进行进入，以现代港口道路集疏运系统的广义成本

计量分析与模型建立为主要研究任务；在继承传统广义成本计量方法的基础上，

深入研究分析土地、环境、生产系统的成本计量方法；建立现代港口道路集疏运

系统广义测算函数，包括路段广义成本测算函数和枢纽广义成本测算函数；并将

该测算方法应用于现代港口道路集疏运系统规划应用过程中，得到道路集疏运系

统路段广义成本测算值，估算得到了道路集疏运系统运行造成的社会成本损耗。

本文的主要内容包括：

（1）从港口的现实状态入手，研究道路集疏运系统发展过程中需要应对的各

种挑战；立足发展条件，应对未来挑战，尝试性地回答了现代港口道路集疏运系

统的发展方向。

（2）深入研究现代港口道路集疏运系统与广义成本理论的结合效益，在研究

内容 1的基础上，得到现代港口道路集疏运系统广义成本的组成结构，从多学科、

多领域、多层次三方面分析广义成本的组成，包括：货物运输成本、转运操作成

本、土地附加成本、时间附加成本、环境附加成本，并根据相应的系统功能和学

科研究成果得到了各组成成本的计量方法。

（3）在研究内容 2 的基础上，将现代港口道路集疏运网络进行物理化描述，

并深入分析广义成本中各组成成本与货运量之间的关系，建立路段广义成本测算

函数和枢纽广义成本测算函数。

（4）最后，将现代港口道路集疏运系统广义成本函数应用于平阳港区道路集

疏运系统中，得到道路集疏运系统广义成本计量结果，并与传统运输成本测算结

果进行比对分析。

ABSTRACT

Whether the relationship between port and city is harmonious is the key problem of

regional development, and the most key point is collecting and distributing system of

modern port. Along with bigger target of environmental protection and social

development in our country's future development plan, environmental and ecological

protection, social development is becoming more and more important and the request of

modern collecting and distributing system of modern port development is higher and

higher, especially the target of transport efficiency, cost and environmental harmony.

The main research task of the paper is the measurement analysis and model

establishment of modern port road collecting and distributing system generalized cost

from the angle of social system; the paper further researches cost measurement of land,

environment and production system based on traditional generalized cost

measurement methods, establishes a generalized cost model of modern collecting and

distributing system of modern port, including sections generalized cost model and the

hub generalized cost model, and calculates the generalized cost with the model to get

social cost loss.

The following is the main contents of this paper:

(1) The paper researches challenges faced with the development of port road collecting

and distributing system and try to answer the development direction of modern

collecting and distributing system of modern port based on the realistic condition.

(2) The paper further researches combining benefit of collecting and distributing system

of modern port and generalized cost theory to get composition of generalized cost

from three aspects of multi-disciplinary, multi field and multi-level including: cargo

transportation cost, operation cost, land transfer additional cost, time cost, additional

environmental costs and finally get the measurement method according to the

corresponding system function and discipline research results.

(3) Then, the paper describes modern port road transportation network physically,

deeply analysis the relationship between the cost and freight, and establishes the

generalized cost model and the hub generalized cost model.

(4) Finally, the generalized cost model is applied to PingYang collecting and

distributing system of modern port to get the road collecting and distributing system

generalized cost measurement results.
