摘 要
企业信息化是国家信息化的一个重要环节，是提升企业竞争力、增强综合国
力、保障国家经济可持续性快速发展的重要手段。与其他行业相比，疏浚工程类
企业的信息化程度处于落后水平，信息化建设的投入与其创造的利润相比微不足
道。作为行业龙头的中交上海航道局有限公司东方疏浚工程分公司（东方疏浚公
司），受益于全球贸易增长、国内经济高速发展等外部条件的推动，业务领域逐步
向国际市场拓展，不断创造骄人的业绩。随着公司规模和业务的不断扩大，支撑
公司业务发展战略的信息化战略，引发管理者的高度重视。科学规划公司信息系
统，充分开发和有效利用信息资源，以信息化推进企业发展，成为东方疏浚公司
在新的发展时期的首要任务之一。
论文阐述了课题的研究背景和意义，梳理了信息系统规划的相关理论；通过
对东方疏浚公司的信息化现状的调查与分析，论证了公司信息化建设的可行性与
必要性；以东方疏浚公司的业务发展战略为出发点，基于战略一致的信息系统规
划理论，确定了公司的信息化目标与信息系统战略；结合公司的内外环境因素的
分析，确定价值链存在的关键成功因素，归纳出公司信息化建设的主要诉求；借
助业务系统规划法，构建了企业过程与企业数据矩阵，给出东方疏浚公司的信息
系统总体架构；结合公司的资源计划，确定了系统实施的顺序，并给出信息系统
建设的对策。
东方疏浚公司信息战略的制定和信息系统规划的研究，是公司以信息化推进
业务发展战略的重要起点，旨在为公司制定基于战略一致的、适应公司业务发展
需求的信息系统总体结构，通过信息系统建设规范公司业务流程，从组织结构保
障、管理水平提高等方面提供全面支持，充分发挥信息资源的作用，为公司信息
化提供行动指南。课题的研究成果将为国内疏浚工程企业，乃至建筑施工企业的
信息化建设提供借鉴和参考作用。

ABSTRACT
Enterprise informationization is one important link of the national informationination, is
an important way to enhance the competitiveness of enterprises, enhance the
comprehensive national strength, and to protect the sustainability of our national’s rapid
economic development. Compared with other industries, dredging enterprises’
informationization level is not very high, and the investment in information technology
is tiny compared with the profit creation. As the industry leader, China Communications
Construction Shanghai Orient Dredging Engineering Corporation (ODEC) benefits
from the growth of global trade, and the rapid development of the domestic economy.
ODEC’s business gradually expanded to international markets, and continues to create
impressive performance. As the company size and business expansion, the information
strategy based on the business development strategies leads high priority of the manager.
Plan the information systems, use the information resources and to enhance the
corporation development by informationization is the most important job in the new
period of development for ODEC.
This paper described the background and significance of the subject, reviewed the
theory of information systems planning. Through the investigation and survey of ODEC,
analyzed the feasibility and necessity of informationization construction. Based on
ODEC’s business development strategy and the theory of information system planning
according to strategic agreement，set the goal of the company's information goal and
information system strategy. With the company's internal and external environmental
analysis, combined with the analysis of the value chain, the paper determined the
critical success factors, and summarized the major demands for ODEC’s
informationization construction. With business systems planning, build a business
process and enterprise data matrix, given the ODEC's information systems general
framework. Combined with the company's resource plan, determined the order of
system implementation, and gave the information system construction suggestions.
The research of ODEC’s strategy development and information system planning is an
important starting point for the company’s informationization, and the main purpose is
to meet the company’s development needs for business information systems architecture.
Through information system to provide full support to improve the construction of
standardized business processes, organizational structure, security, and management.
The research result can provide reference for domestic dredging companies, as well as
the informationization of construction enterprises.

第一章 绪论
§1.1 选题背景及研究意义
自20 世纪 90 年代起，信息技术一直不断创新，信息网络不断普及，信息化
已经成为全球经济、社会发展的显著特征。信息化就是利用信息技术，对信息资
源进行开发利用，从而达到促进信息交流和知识共享，进而提高经济增长，获得
经济效益的目的。进入 21 世纪以来，信息化对经济和社会的发展产生了更为深刻
的影响，信息资源日益成为重要生产要素、无形资产和社会财富。加快信息化发
展，已经成为世界各国的共同选择，世界各国在政府信息化、医疗信息化、教育
信息化、军事信息化、农业信息化等各方面都加快步伐，以获得国家竞争优势。
中国政府一直高度重视信息化工作。20 世纪 90 年代，相继启动了以金关、金
卡和金税为代表的重大信息化应用工程；党的十五届五中全会把信息化提到了国
家战略的高度；党的十六大进一步作出了以信息化带动工业化、以工业化促进信
息化、走新型工业化道路的战略部署；党的十六届五中全会再一次强调，推进国
民经济和社会信息化，加快转变经济增长方式。“十五”期间，国家信息化领导小
组对信息化发展重点进行了全面部署，作出了一系列重要决策。我国信息化建设
在近 20 年的发展过程中取得了可喜的进展，2007 年，我国信息化发展总指数比上
年增长 15.85%，延续了本世纪前 6年持续上升的趋势。
企业信息化建设是国家信息化建设的一个重要环节，就是企业利用现代信息
技术，通过信息资源的深入开发和广泛利用，不断提高生产、经营、管理、决策
的效率和水平，进而提高企业经济效益和企业竞争力的过程。通过加强企业信息
化，可以帮助保障国家经济的可持续性快速发展、进而增强国家的综合实力；提
高我国企业在国际市场中的竞争力；增加企业间的信息和技术流通，进而总体提
升整个行业的管理水平；加速信息流在企业内部和企业之间的传播，实现信息的
高度整合和利用；促进知识在企业中的传播，从而实现企业现有知识的及时更新
和应用。
目前，我国建设施工企业在信息化建设方面存在一些问题，例如：许多企业
仍使用粗放型模式对企业进行管理，2008 年的全球金融危机发生后，这种模式的
弊端也逐渐显现。粗放型模式虽然能使行业在短期内获得比较高速的增长，但也
积累了一些必须重视的问题，如：产品附加值低、行业对政策环境依存度高、产
能盲目扩张、企业竞争力不强等。推动产业结构调整和产业升级已经是我国建设
施工企业发展的必然趋势，而在这一过程中，信息化建设将会起到至关重要的作
