摘 要
企业文化是任何企业都不可缺少的灵魂。进人 21 世纪,在宏观经济形势复杂
多变,烟草行业发展压力日益增大的社会环境下,“深化改革,推动重组,走向
联合,共同发展”战略的实施取得了瞩目的成就,但同时也面对亟需解决的深
次矛盾和问题。用文化力提升企业活力,构建适应经济发展的企业文化,是烟
行业全面提升总体竞争力的必由之路。
作为国内最早专业生产卷烟商标的印刷企业,全国烟草行业唯一的中央直
印刷企业,上海烟草集团的控股企业,上海烟草包装印刷有限公司的企业文化
设可以说代表着上海烟草包装印刷业的文化建设,它不仅是与行业文化一脉相
是对上海烟草集团母文化的强力支撑和有益补充,更对促进上海烟草企业的健
发展具有非常重要的现实意义。
本文首先分析企业文化的定义和特征,接在分析烟草企业所面临内外部环
境的基础上,通过对上海烟草包装印刷有限公司这一实体公司在企业文化上的
体构建,提出了构建上海烟草包装印刷业企业文化的具体思路、方法和措施。而对
企业文化的正确诊断和评估,是构建企业文化的重要基础性工作,对于企业建
强势文化,增强企业竞争力发挥重要作用。文章通过对上海烟草包装印刷业企
文化现状进行分析、找出企业现有文化状况与目标企业文化间差距和问题,提
如何吸收借鉴现代企业管理优秀成果,分析、诊断并挖掘出企业发展历程中的
化基因,如何做到准确地把握企业文化建设的脉络,从而构建出有特色、有活
的上海烟草包装印刷业文化。
本文通过文化诊断评估理论以及实施构建在上海烟草包装印刷有限公司的
际运作,对上海烟草包装印刷业的文化构建进行探究,提出设想。通过调研、访谈
等定性研究方法,对企业文化的测评,用定性与定量相结合的方式,完整地展
企业文化的状况。同时把新的调手段引入抽象企业文化的诊断与研究
企业价值调查模型,企业文SWOT 分析,提出建设优秀企业文化,提升企业
竞争力的目标,而中的关键在于充分地对企业文化进行分析诊断
在企来既的企业文化的基础上进和完整合,形成文
建设整体框架,如此才建出合企业本要,又能适应企业竞争
境的企业文化,到提升企业核心竞争力的作用。

ABSTRACT
Corporate culture is the indispensable soul of one company. In the 21st century
tobacco industry is under the complicated and changeable macro-economic situation
and pressure Although the enforcement of strategy which is about deepening the
reform driving to recombine moving toward combination and common
development made major achievements it also meets with deep contradictions and
problems. The only way to promote the overall competitiveness of tobacco industry is to
promote corporate energy by corporate culture and construct the corporate culture that
adapts to the development of economy.
As the earliest domestic printing company that produces professional tobacco
trademark and the only printing company that is directly under the central government
in national tobacco industry Shanghai Tobacco Package Printing Co. Ltd its
corporate culture construction is the representative of the culture construction in
Shanghai tobacco package printing industry. The corporate culture construction of
Shanghai Tobacco Package Printing Co. Ltd not only complies with industry
culture but also supports the mother culture of Shanghai Tobacco Group strongly.
Furthermore it is also important for the healthy development of Shanghai tobacco
companies.
In this thesis the author first analyzes the definition and feature of corporate
culture and then proposes measures about constructing corporate culture of Shanghai
tobacco package printing industry on the basis of analyzing internal and external
environment of tobacco companies by the overall construction of corporate culture of
the entity company Shanghai Tobacco Package Printing Co. Ltd. Moreover the
accurate diagnosis and assessment of corporate culture is the important basic work of
corporate culture construction and also vital to construct corporate dominant culture and
improve corporate competitiveness. This thesis finds the recent gap and problem of
culture situation with target corporate by analyzing the recent corporate culture situation
of Shanghai tobacco companies and makes suggestions about how to draw lessons
from the good achievements of modern companies’ management. It also talks about
how to analyze diagnose and explore the cultural genes in the process of corporate
development and how to hold the context of corporate culture construction correctly to
establish a distinctive and energetic culture for Shanghai tobacco package printing
industry.
This thesis explores the culture construction of Shanghai tobacco package printing
industry by the culture diagnosis & assessment theory and the enforcement of practical
operation of Shanghai Tobacco Package Printing Co. Ltd. It also fully shows the
situation of corporate culture by qualitative methods. Meanwhile the author tries to
introduce new research method into the abstract diagnosis and research of corporate
culture. Furthermore the thesis sets the goal of constructing good corporate culture
and improving corporate core competitiveness by assessment that is combined with
qualitative and quantative methods of corporate culture such as survey and
interview and taking advantage of corporate value research model and SWOT
analysis. For the above the key is to analyze the old corporate culture fully and to do
refinement and concordancy of old corporate culture to form the whole framework.
Only if following with the opinions above corporate can construct the corporate
culture which fits to the corporate itself and adapts to the competitive environment of
it and improve the core competitiveness of corporate.
