摘要

新时期经济环境下，由于各地区间生产要素禀赋结构的变化，产业转移现象

越来越普遍。各地区之间的产业转移是连接不同地区经济发展和产业结构调整的

纽带之一，而产业集群区域转移做为一种特殊的产业转移越来越受到学者们的关

注。在价值链治理模式的作用机理下，产业集群区域转移的动力机制何在？其影

响因素为何？是否所有的产业集群区域转移背后的动力机制都是一样？这些都是

本文研究的重点。这些既是前沿的理论问题也是重要的现实问题，亟待认真研究，

并以此指导中国产业和企业发展。

论文首先对价值链治理的基本概念和理论依据进行了阐述，在总结国内外其

他学者研究成果的基础上，对价值链治理的内涵进行界定，研究认为价值链治理

是指通过价值链来实现公司之间的关系和制度安排，进而实现价值链内部不同的

经济活动和不同环节间协调，其内在原因在于新时期经济环境下片断化生产和业

务外包、产业链上各环节权力分布不对等、产品差异化生产和竞争策略。在Gereffi

价值链治理模式的基础上，对影响价值链治理模式的因素进行进一步细化，并以

此为基础对价值链治理模式进行拓展，同时定性地归纳了价值链上利益分配，以

及总结价值链治理演化的规律。新拓展的治理模式是分析产业集群区域转移动力

机制的理论基础。

其次，结合目前我国产业集群的发展现状，以价值链拓展模式为理论基础，

研究集群区域转移。本文认为价值链上治理主导者往往是掌握价值链上核心战略

环节，而通过对该环节上的市场结构进行衡量则更加科学。在新时期经济环境下，

由于市场机制逐渐完善，弱化了人格化交易。同时由于产业链各环节市场结构的

变化，有的环节进入壁垒越来越低，而有的环节进入壁垒越来越高，这两者正是

集群在新时期所发生的内部变化。当集群面临日益高涨的要素成本时，就会发生

区域转移行为，并且不同价值链治理模式下的动力机制也有所不同。

论文研究认为价值链拓展模式中对领导型价值链治理模式和以模块型治理、

关系型治理模式下的集群区域转移行为更具有意义。研究发现集群区域转移动力

机制有两种，一种在领导型治理模式下领导企业在面临生产经营成本日益高涨的

情况下，从空间上对资源进行配置，带动了被领导企业的区域转移，另外领导企

业把高产品附加值环节转移来整合产业链，进而提高竞争力。另一种在模块型和

关系型治理模式下，各个企业为寻求更广阔的利润空间进行空间转移，此时原本

柔性契约和信任机制无法约束企业转移行为，并且这种形式的转移行为并非集群

中某个企业所主导，是其自主行为。

再次，以温州鞋革集群为案例分析对象，通过对温州鞋革集群的现状分析，

探讨其价值链治理模式的变迁过程，以动力机制为理论依据来研究其区域转移行

为。同时通过与东莞鞋革集群之间比较分析，探讨这两种动力机制差别，来验证

前文不同价值链治理模式下动力机制问题。

最后，论文根据研究的结论，提出相关政策建议。

综上，本文的研究从价值链治理的视角来研究产业集群区域转移，具有重大

的理论和现实意义。

ABSTRACT

Under new economic environment, because element of production structure

across regions is changing, transfer of industrial cluster more popular than before.

Between each area's industrial shift is the connection different area economic

development and industry restructure links , but the industrial cluster region shift is one

special industrial shift which receives scholars' attention more and more.Under value

chain governance pattern industry shift connotation action mechanism,where its

mechanism of transfer power? What are the impact factors? Whether the transfer of all

areas of industrial clusters is same ? These are the focus of this study. These are not

only the front theory question but also the important realistic question, urgently

needing study earnestly, and instructs the Chinese industry and the enterprise

development practice.

Firstly, the value chain governance based on the basic concepts and theories are

described, in summarizing the research of other scholars at home and abroad on the

basis of the value chain to define the content governance, value chain governance

research that is through the value chain to achieve the company relations and

institutional arrangements, so as to realize the value chain within the different

economic activities and coordination between different segments, because of its

inherent economic environment as the new fragmentation and outsourcing, all sectors

of the industry chain distribution of power does not flash equality, product

differentiation, production and competitive strategy. Value chain governance in Gereffi,

based on the value chain governance that affect the factors that further refinement, and

based on the expansion of value chain governance model, while qualitatively

summarized the value chain governance in the management-led development model

and the value of the distribution, and summarizes the evolution of value chain

governance. New governance model is the expansion of regional industrial clusters

Second, combined with the current status of development of industrial clusters to

industrial cluster perspective for the study area to investigate the transfer of its content,

and to transfer power to anchor the cluster region. This paper argues that the value

chain governance is often driven to master the core strategy on the part of the value

chain, the links through to measure the market structure is more scientific. Economic

environment in the new time, because of the gradual improvement of market

mechanisms, and weaken the personification of transactions. All sectors of the industry

chain and because changes in market structure, and some aspects of getting lower and

lower barriers to entry, while some aspects of higher and higher barriers to entry. It is

both internal changes in the cluster, when faced with growing cluster of factors of

production occurs when the behavior of regional metastasis, and the different value

chain governance mechanisms under its power is also different.

Research development mode in research that value chain management mode of

leadership and governance, relational and module governance type management mode

of cluster regional transfer behavior more meaningful. Research found that cluster

regional transfer dynamic mechanism has two kinds, one kind of control mode

leadership leading enterprise in production and business operation costs facing rising

from the space environment, resource allocation of leading enterprise, is the leading

enterprises and other regional transfer the high value-added products transferred to

integrate the industrial chain link, and improve the competitiveness. Another in mixed

management mode, each enterprise to seek wider profit space space transfer, flexible

contract and trust mechanism cannot constraints, however this enterprise transfer

behavior of the form is not a transfer of cluster enterprise behavior, is dominated by the

independent behavior.

Again, paper ,takes the Wenzhou shoes leather cluster as the case analysis object,

based on Wenzhou shoes leather cluster's present situation analysis, discusses its value

chain government pattern the vicissitude process, studies its region shift behavior take

the driving mechanism as the theory basis. Meanwhile,paper through with the

Dongguan shoes leather cluster as the comparative analysis, discusses these two kind

of driving mechanism difference, confirms under the preamble different value chain

government pattern the driving mechanism question.

Finally, the paper basis research's conclusion, puts forward the policy proposal

from government's perspective.

In summary, this article research studies the industrial cluster region shift from

the value chain government's perspective of view, and has the significant theory and

the practical significance.
