“织博为民”现象研究
——兼论网络环境下政府能力的提升策略
摘 要：本文通过对“织博为民”现象的分析，探讨“织博为民”现象的成因是由政治
上民主化的浪潮，公共权力合法性重塑需要新途径，网络环境下行政本身的公共性，民
众的社会需求，网络的发展等所致。论述了在“织博为民”的现象中，政府可以通过舆情
动向的把握，信息的传递，政府危机的公关等方面来提高自身能力。同时指出“织博为
民”现象中存在着情绪化的表达、网民道德几何级数的负效应、政府信息的泄密、信息
客观性程度的质疑、黑客的攻击等风险，并据此提出加强主流媒体建设，占据权威信息
发布制高点，加大与民众沟通互动力度、改变官方话语体系，解决网络问责机制，要求
政府微博与民众需求紧贴，提升官员织博水平、增强网民道德自律意识等方式来更好地
为民服务。

Abstract: In this paper, the analysis of the "weaving the blog for people" phenomenon
investigates that this phenomenon is caused by the democratization of politics, the public
legitimacy of remodeling requires new ways, the public nature of the administration itself in the
network environment, the social needs and the development of the network. Discoursing that
the government could increase their ability through the grasp public sentiment trends, the
transmission of the information and the public relations of the government crisis under the
phenomenon of "weaving the blog for people". Meanwhile indicates that the phenomenon of
"weaving the blog for people" have risks of emotional expression, the negative effect of the
geometric progression, leaks of government information, validity of the Information objectivity
degree, the hackers, etc. And accordingly propose the ways of strengthen the construction of the
mainstream media, occupying the commanding heights of the authoritative information release,
increasing the communication with the public, changing the official discourse system, resolving
the network accountability mechanisms, requiring the government microblog cling to the
public needs, enhancing the writing blog level of the officials, reinforcing the moral
self-discipline awareness of the internet users, so as to better serve the public.
