技术进步对上海经济增长的贡献度分析

摘 要
技术进步与经济增长之间关系的探讨一直是学术界的一个主要研究热点。本
文研究的主要内容是我国经济最发达的地区--上海市的经济增长的源泉及其经济
增长与技术进步之间的关系。大部分学者使用索洛余值法分析技术进步对经济增
长的贡献，此方法亦因计算简便而应用范围甚广。本文以此方法为基础来测算上
海市的技术进步对其经济增长的贡献率。
技术进步的研究中，很多学者侧重的是广义技术进步贡献率的计算，即将经
济增长的影响因素仅分为劳动、资本和技术进步；并将除劳动投入和资本投入增
加引起的经济增长之外的所有引起经济增长的因素均概括为广义技术进步对经济
增长的贡献；得出的分析结果是大多地区或者国家的技术进步对经济增长的贡献
度是很高的。但是经济增长的源泉不止是劳动投入和资本投入，还包括产业结构
的变动、人力资本积累的增加、制度的变革等因素。本文在测算出上海市广义技
术进步贡献率的基础上，将产业结构变动和人力资本积累两个因素引入技术进步
贡献率的测算模型，从而计算出一个狭义技术进步贡献率。本文将技术进步的狭
义概念和广义概念结合起来，利用上海市 1978-2009 年的相关数据计算得出上海
市的广义技术进步贡献率和狭义技术进步贡献率。
结果表明：1978-2009 年期间，上海市除资本和劳动力投入增长之外的广义
技术进步对上海市经济增长的平均贡献达 42.57%；而将产业结构变动和人力资本
积累两个因素从广义技术进步中分离出来后的狭义技术进步在此期间的平均贡献
仅为 1.78%，且在大多数年份，狭义技术进步对上海市经济增长的贡献率为负值。
两者的比较结果表明：改革开放以来，狭义技术进步对上海市经济增长几乎没有
任何贡献，其经济增长还是主要依赖于物质资本投入的增加和产业结构变动效应
的提高。为使上海市经济持续高速增长，必须尽快实现产业结构的有效调整和技
术进步水平的有效提高。

ABSTRACT
The relationship between technology change and economic growth is one of the
most popular topics in the academic circles. The subject of this paper is the source of
economic growth and the relationship between technical change and economic
growth of the most economically developed regions of China- Shanghai. The method
for technology change to economic growth contributions is Solow residual method,
which is simple and widely used for empirical analysis of technology change for a
regional economic growth contributions. Here we use the same method to measure
technology change contribution rate of Shanghai.
Most researches about technology change are focused on the general estimate of
technological change contribution rate, and the factors influenced economic growth
are divided into labor, capital and technology change; the generalized technology
change contributes to economic growth is defined as except labor input and capital
input caused by an increase in economic growth of all causes; so the analysis results
are mostly higher than the reality. But the source of economic growth is included not
only the labor input and capital input, and also the change of industries structure,
human capital and system reform etc. This paper integrates the two new factors into
the model and gets a narrow technology change contribution rate. From a narrow and
a broad concept of technology change, we get the two technology change
contribution rate of Shanghai based on the data from 1978 to 2009.
The results show that: during 1978-2009, the average general technology
change contribution to its economic growth of Shanghai is 42.57%; whereas, the
average narrow technology change is 1.78%, and in most years the value is negative.
From the two apparently different results, narrow technology change have little
contributions to economic growth of Shanghai, and economic growth of Shanghai
mainly depends on the capital input and the change of industries structure since the
reform and opening up policy. In order to improve economic growth of Shanghai, we
should effectively achieve adjustment of industries structure and make a great
progress of technology change.
