张江镇土地换保障政策效力的研究

内容摘要

近些年来，农民贫困、农业停滞和农村偏枯的“三农”问题，日益成为严峻的经济问题、

社会问题，乃至政治问题；它不仅影响到国民经济的发展和整个社会的稳定，而且是我国全

面建设小康社会面临的最大难点。

统筹城乡经济社会发展，根本在于调整我国城乡二元经济结构。缩小农村与城市的差距。

我国目前的二元经济结构问题非常严重，农村和城市处于相对隔离的发展状态，农村与城市

的差距体现在经济社会发展的方方面面，而且差距在不断的扩大。二元经济结构问题己经严

重的影响到我国经济社会的发展，如不及时有效治理，会导致极其严重的后果。调整城乡二

元经济结构是一个系统工程，需要各种社会经济政策的相互配合。

上海市浦东新区张江镇推行的“土地换保障”政策，是消除我国社会二元结构的新路。

通过这一政策，力求提高农民生活水平质量，改善农村落后面貌，缩小农村和城市的差距。

Abstract

Recent years， the three major problems concerning agriculture， rural areas and

farmers have become severe economic and social problems， even politic problems. Not only has it

affected the national economic development and the whole society stability， but also become the

most difficult point confronts us when we are building up a comprehensively well-to-do society.

Urban and rural economies society sends the pool ， Lie in adjusting our country's dual

economic structure in urban and rural areas thoroughly， narrow the disparity between countryside

and city. Present the problem of the dual economic structure in our country is very serious ， the

countryside and city are in relative state of development that isolates ， the disparity between

countryside and city is embodied in every aspect of socio-economic development， and disparity is

in the enlargement constantly. The problem of the dual economic structure has already influenced

the development of the economic society of our country. If it been not managed effectively， there

will be serious extremely consequences. It is a system engineering to adjust the dual economic

structure in urban and rural areas ， need cooperation each other of different social economic

policies.

The policy of “give soil in exchange for security” ， carried by Zhangjiang town in Pudong

new area of Shanghai， is a new of dispelling the dual economic structure. This policy can enhance

farmers’ life quality ， improve the rural areas’ situation ， narrow the disparity between

countryside and city.
