摘 要
20 世纪 80 年代以来，高新技术产业在世界范围内突飞猛进的发展，引起了
理论界和政府对高新技术产业发展的高度关注。从国际大背景看，高新技术产业
在世界范围的快速崛起和发展将引发一场新的产业革命，加速了我国各地区的产
业结构调整。从这一宏观背景出发，本文把研究的视野放在区域高新技术产业的
发展机制和模式方面，从空间经济发展的角度，基于区域一体化发展的认识，探
讨浙东北地区高新技术产业空间集聚发展，以期获得的研究成果能为浙东北地区
高新技术产业的成长和竞争力的提高提供理论和政策依据。
论文首先从浙东北地区高新技术产业发展的现状入手，分别描述了该地区高
新技术产业的总体概况，按地区的分布情况，以及浙东北地区与苏南地区高新技
术产业进行比较分析，并在此基础上，总结浙东北地区高新技术产业发展呈现的
特点与存在的问题。
接着，以高新技术产业空间集聚的理论基础为依据，以空间经济理论为前提
和支撑，提出了高新技术产业空间集聚发展的结构模型。在结构模型的基础上，
结合调研得到的浙东北地区高新技术产业相关数据, 归纳出浙东北地区高新技术
产业空间集聚内在的形成机制，即市场机制、集聚与扩散机制、创新机制、区域
协调发展机制。在机制分析中，运用多元统计分析方法进行定量分析，估算出浙
东北地区 6个城市的市场化程度；根据行业集中度和产业空间集聚指数的方法，
计算得出浙东北地区高新技术产业市场集聚水平和空间集聚分布状况；根据创新
理论和集聚理论，揭示了浙东北地区高新技术产业的创新体系和区域的产业协调
发展。
最后，在高新技术产业空间集聚发展内在机制的基础上，以产业空间集聚的
视角，构建了与浙东北地区高新技术产业集聚发展相适应的区域合作创新网络的
发展模式、城市空间联动的发展模式和高效新型的孵化器发展模式。同时，结合
该地区的实际情况，提出了适合该地区高新技术空间集聚发展模式的实现途径和
政策建议。
本文主要运用了比较分析方法和实证分析方法，对浙东北地区高新技术产业
空间集聚发展的机制与模式进行分析。在前人研究成果基础上，本文在以下几个

方面试图进行创新。第一，文章尝试全新的视角，即产业集聚理论以及新的产业
空间学派、创新系统学派的理论，分析近年来浙东北地区高新技术产业发展的机
制与模式。第二，以产业经济学理论为主，结合区域经济学、城市经济学、现代
化理论等学科进行研究，在理论上尝试多学科参与研究。并对获取的数据运用市
场化程度、空间集聚

指数、城市流强度等多种实证分析方法进行分析。第三，
选取具有代表性的浙东北地区为分析对象，通过实地调研，运用上述理论与分析
方法，剖析该地区高新技术产业发展的优势与不足，并进一步分析浙东北地区高
新技术产业空间集聚的形成机制与发展模式。

ABSTRACT
Since the 1980’s, high-tech industry has developed at very fast speed in the scope
of world, and it has caused the theories field and governments to concern the
development of high-tech industry. From the international context, high-tech industry
will cause a new industrial revolution and accelerate to adjust the industrial structure.
Proceeding from the macroscopic background, the major researches of this paper are
the mechanism and mode of regional high-tech industry. From the angle of spatial
economic development and the attitude of the regional integration, this paper mainly
studies high-tech industrial agglomeration in north-east of Zhejiang province, which
expects that the research result can provide the basis of theory and policy for the
growth and competitive of high-tech industries in north-east of Zhejiang province.
In this paper, development actuality of high-tech industry of north-east of
Zhejiang province is described and analyzed first. The general situation of high-tech
industry, situation of regional distributing and the comparative analysis between
north-east of Zhejiang and north of Jiangsu are described respectively. Then, the
characteristics and problems of high-tech industry’s development in this district are
summarized.
Secondly, according to high-tech industrial agglomeration theory, the structure
model about development of high-tech industrial spatial agglomeration is advanced.
On the basis of the model and the investigated data of high-tech industry of north-east
of Zhejiang, the formation mechanisms, namely market mechanism, agglomeration and
diffusion mechanism, innovation mechanism and regional coordinated mechanism, are
induced. In the mechanism analysis, the diverse statistic method and SPSS software on
quantitative analysis is used, and the degree of marketization of six cities is computed;
according to the methods of concentration ration of industry and concentration index of
industrial space, the paper calculates the concentration level of branch industries of
high-tech industry in north-east of Zhejiang; according to creative theory and
agglomeration theory, the creative system of high-tech industry and regional industrial

adjustment in this district are explored.
Lastly, on the foundation of inside mechanism of high-tech industrial spatial
agglomeration, and with the angle of industrial spatial concentration, the paper builds
up the regional cooperated creative mode, the city spatial development mode, efficient
and new incubator mode. At the same time, combining the actual condition, the paper
puts forward the paths and plans of high-tech industrial spatial agglomeration of this
district.
This paper mainly makes use of the comparative analysis and positive analysis to
explore the mechanism and mode of regional high-tech industry. And on the basis of
research results of fore person, the paper tries to carry on the several innovations in
following. Firstly, with the new angle of view, the article tries to analyze the
mechanism and mode of regional high-tech industry in north-east of Zhejiang, namely
industrial agglomeration theory, new industrial spatial economics and creative system
school of thought. Next, theoretically, the paper tries many courses to participate the
research, such as industrial economics, regional economics, city economics,
modernized economics etc. And various empirical analysis methods are carried on,
such as the computation of the degree of marketization, concentration index of
industrial space, material flow intensity of city etc. Finally, the paper selects the
north-east of Zhejiang as the study object, which has the representative. Through the
on-the-spot investigation, and using the mentioned theories and analysis methods,
characteristic and problem of high-tech industry’s development in this district is
analyzed. Then the paper analyzes the mechanism and mode of regional high-tech
industrial spatial agglomeration.

第一章 绪 论
20 世纪 80 年代以来，随着宏观经济结构的发展变化，创新的空间发展战略
取代了传统的空间发展政策，带动资源丰富的或边缘地区的内生增长，刺激了高
技术产业的迅猛发展。从国际大背景看，经济全球化使我国地区产业发展面临的
国际竞争力增大，新的科技革命加速了世界产业结构的调整，特别是高新技术产
业的快速发展将引发一场新的产业革命，使发达国家产业升级、转移和扩散加快，
我国区域发展将面临着大的调整。这客观要求我国各地区必须适应经济全球化、
区域一体化和国际经济结构加速重组的新形势，加快地区产业组织的创新，形成
独具特色的产业体系。因此，本文把研究的视野放在区域高新技术产业的发展机
制与模式方面，从空间经济发展的角度，基于区域一体化发展的认识，探讨环杭
州湾地区高新技术产业的空间集聚发展问题。
第一节 相关概念的辨析
我国目前对高新技术产业的概念及其理解各有差异，有必要对高新技术产业
形成一个比较明确和统一的认识。一种观点认为，“高科技产业”、“高新技术产业”
和“高技术产业”并不是一个严格的学术划分，只是强调其名称的经济属性。因
此，各种名称都是广义的产业概念，主要指 20 世纪 70 年代后期发展起来的与微
电子、新材料、新能源技术相关，以相对高的研发投入和投资回报率为特征的产
业。另一种观点认为，在我国“高技术”已经扩展为“高新技术”的概念。根据
1986 年国家制定的《高技术研究发展纲要》，1988 年8月国家科委组织实施“火
炬计划”，将“高技术”延伸为“高技术”和“新技术”，“高技术产品”延伸为“高
技术和新技术产品”。“高技术”实际包含了高技术和新技术两个方面，即高新技
术。把“高技术”和“新技术”结合在一起定义为高新技术是基于我国科技发展
的现状，有利于制定适合我国国情的高新技术企业认定办法和高新技术发展政策。
国家科技成果办公室在征询国内专家的意见后对我国高新技术概念作了概括：“基
础原理及概念建立在综合科学研究基础上，处于当代科学技术前沿，对发展生产
力，促进社会文明，增强国家实力起先导作用的新技术群，一般包括信息技术、
